A number of regional countries already made reforms in the prison administration field, and established a correctional service and thereby took steps to professionalize prison service.
Therefore, recruitment, training, promotion etc. of prison officers will be performed to a formal methodology. In accordance with the United Nations Standard Minimum Rules for the Treatment of Prisoners (“the Mandela Rules”), inform that officers in correctional service must be recruited and trained systematically.
Accordingly, it has been taken steps to obtain approval for the Service Minute that has been prepared on instructions of senior officials and ideas of all officers from all grades of the Department of Prisosns, to establish the Correctional Service in Sri Lanka.
The Commissioner General of Prisons, Mr.Thushara Upuldeniya handed over a draft of the Service Minute in the evening on 04.01.2021 to Mr.Lohan Ratwatte, the Minister of State for Prison Management and Prison Rehabilitation at the Ministry Auditorium. The Secretary to the Ministry, Retired Major General, Mr.V.R.de Silva, the Additional Secretary, Mr.H.M.N.C.Dhanasignhe, the Additional Commissioner General of Prisons, Mr.Thusitha Uduwara, the Commissioner of Prisons (Administration and Rehabilitation), Mr.Chandana Ekanayaka also participated to the ceremony.
