In addition to the policy procedure of granting general amnesty to inmates to minimize prison congestion, a report of preparing a mechanism to grant special pardon through review procedure was presented to the Hon. Minister of Justice and President Attorney, Mr.Ali Sabri and Hon. State Minister of Prison Management and Prisoners Rehabilitation, Mr. Lohan Ratwatte on

Paying special attention of the his Excellency president and Hon. Prime Minister to high prison congestion prevailed in prison system today, the State Ministry of Prison Management and Prisoners Rehabilitation was established. In preparing the procedure of granting general amnesty to inmates, several facts are needed to take into consideration.
• Should not disturb social security
• Should not undervalue law operating institutes.
• A new mechanism should support the prison administration
A new mechanism that was prepared in paying attention to this situation, will ease the prison congestion and provide relief to most inmates detained in a cell under lots of depression for a long period of time.
